Windows Xp Classic Theme Error

Also, the "Windows and icons" dropdown is grayed out in the "Appearance".

still can't load the classics theme. Another thing: This does not happen to administrator account; We created a new account, this does not happen too; All these symptomes make me think that the permission level is somehow
I tried replaxing my theme files etc like above and nothing worked, then a friend suggested created a new user. Click on the Start Menu and Select Search. 3. Restarting the "Themes" service. SFC /ScanNow (System File Check); I saw a couple of instances of the same problem in group discussions.
Classic Theme Set the default theme to Windows Classic.theme for all use.. My Window's XP Luna Theme isn't working.
