I don't have answers for all your questions. If this prevents VUA from scanning indefinitely, it should also prevent problems with not being able to shutdown. (If you would like to try something sooner, you might consider installing IE7. Does anyone have any idea why this is happening?

VUA install problems may be due to problems with the subcomponents needed by VUA.
