The issue was that i had deleted the "C:\Documents and Settings\All Users\Application Data\Microsoft" folder. Now to solve this issue you need to re-create that service manually to work as default. The Regitry for the BITS Service was pointing to C:\Windows\system32\qmgr.dll.target I truncated the name to qmgr.dll. I think searching in the registry for %fystemRoot% and changing it to %SystemRoot% will fix your problem.
